Dr. Isadore Dyer and the Louisiana Board of Control were charged with finding a site closer to New Orleans than Indian Camp Plantation, as its distance proved to be problematic. They settled on Elkhorn Plantation in present-day Jefferson Parish. However, upon hearing of the selected site and its’ intended use, some residents of the parish burned the buildings located on Elkhorn, effectively preventing the Board from using the site.
