Description from WPA photographer's caption: "The program to triple the capacity of the Agriculture Street Incinerator, Agriculture and Eads Streets, is being rushed to completion by WPA. The expanded plant will be increased to 225 poun ds [sic] of garbage a day. A rapidly growing community in the Gentilly section overloaded the incinerator so that garbage had to be burned in the open. Exterior."
